The choice between new and used pallets is not one-size-fits-all. The right answer depends on your load requirements, industry regulations, shipping destination, and budget. Here is how to make the right call.

The Case for New Pallets

New pallets deliver absolute consistency. Every unit is built to the same specification, with no prior damage, no repair history, and no variability in dimensions. For businesses where pallet uniformity is critical — automated conveyor systems, pharmaceutical distribution, food contact applications, or high-value export shipments — new pallets eliminate the quality variable entirely. They are also the right choice when ISPM-15 certification is required and recycled heat-treated supply is limited.

The Case for Used Pallets

Grade 1 recycled pallets perform identically to new pallets in the vast majority of applications — at 40–60% of the cost. For businesses running one-way distribution, internal warehouse movement, or outbound shipping to customers who will discard the pallet, paying new-pallet prices is simply waste. Grade 2 pallets extend savings even further for applications where appearance and minor dimensional variation are acceptable.

Regulatory and Compliance Factors

Certain industries and customers require new pallets regardless of cost. Food-grade environments, pharmaceutical distribution under GDP, retail supplier requirements (GS1, CHEP compatibility), and some export regulations may specify new or ISPM-15 certified pallets only. Before defaulting to used pallets, verify that your customers, retailers, or certification bodies don't impose requirements that override your cost preferences.

Total Cost of Ownership Comparison

A new 48x40 stringer pallet might cost $18–$22 in Ontario. A Grade 1 recycled equivalent might cost $8–$12. If you are buying 5,000 pallets per month, that's a potential saving of $30,000–$50,000 per month by switching from new to Grade 1 recycled — without any sacrifice in load performance. Grade 2 recycled can push that savings even further for appropriate use cases.

A Practical Decision Framework

Use new pallets when: your product contacts the pallet surface and hygiene is critical; you need ISPM-15 for export; your automation system requires dimensional precision; or your customer specifies new pallets. Use Grade 1 recycled when: the pallet won't contact product directly; you need export compliance but can source certified recycled; or you want new-pallet performance at lower cost. Use Grade 2 recycled when: pallets are for internal movement or one-way shipping; appearance and minor variation are acceptable; and cost reduction is the priority.
